Ediciones Regionales are made by Habanos for a single market. A national distributor selects a brand and a vitola that is not in that brand's regular range, and the resulting box carries a second band naming the country it was made for. Runs are small, usually a few thousand boxes, and never repeated. The appeal is partly the blend and partly the scarcity: a Regional made for Mexico or Portugal is difficult to find anywhere else, and the secondary market reflects that.
